wide strings

If someone has the ANSI spec handy, could you please post a list
of all string/wide string and isxxxx tests defined in it. Also,
I don't think POSIX specifies anything special, but if so,
also post such data.

Now that we have shared libraries, I'll finish off the unicode
based wide string package I was working on last year.
