Joystick server code

Hi All,

I'm just about to reimplement some of the internals of the joystick server.
Some of what I'd like to do may not be 100% compatible with existing client
code. I don't think anyone else is really using this code (I only wrote it
to prove I could write a server :-)), but if you are, please let me know.
FWIW with the kernel diffs I sent Andy for the timer code for v1.4 it should
at least let me make the joystick code more reliable.
