I would strongly recomend going this way.

1) For the author SGML is more as simple.
2) A SGML-dokument can be *easy* automatical transformed in almost
   evrything else. (like roff, TeXinfo...) The applications for that
   are free avialable.
3) The structure of a man-page is simple, so a small tag-set would be
   sufficient.
4) For speed it would be a simple task to write a parser, accepting a
   small SGML-tag-set of point 3) and format it for a tty. But I think
   the existing applications are as fast as needed.
