v1.3 available

Version 1.3 of VSTa is now available on ftp.cisco.com:vandys/vsta. It
includes a Bourne-ish shell, binary install, self hosted recompilation
of the entire system, multiple virtual consoles, a significantly more
compatible errno emulation, plus the usual assortment of bug fixes.
