3c509 driver

My friend has just "finished" a driver for the 3c509 network card
(Etherlink III). It can be found at: http://www.jpl.nu/~erik/3c509.tar.gz

Kristoffer's notes:
To use it with ka9q you have to change from net/ne:0 to net/el3:0 in
geneth.c. Also, I had to do my own repoutsl and repinsl functions. They
are at the bottom of el3.h. Maybe they should be added to the system?
